The Universal Vision Runtime owns visual understanding semantics (sources, regions, ops, recognitions, artifacts) as provider-agnostic metadata. It performs no OCR, inference, or model execution; recognitions carry no confidence scores (nothing is fabricated); regions are declared layout, not detections. Real vision is owned by the future Broker, gated on a binding Policy allow, with model/provider choice owned by the Provider Runtime (M38).
